What if my employer won't pay?

By now you will have a full case history of everything that has been said and done about your own circumstances.  This should include letters (either snail mail or e-mail) from you to them saying that you have not received what you believe you are entitled to.

Use your case history and refer to your organisation's grievance procedure.   Follow the process to the letter - any shortcuts here will cost you later.

If you and your employer still can’t resolve the issue then you might be able to make a complaint to an Employment Tribunal for breach of contract.
